A new federal proposal, the Plant-Powered School Meals Pilot Act, calls for a $10 million grant program to help schools expand voluntary access to plant-based meals and non-dairy milk. Introduced by Representatives Nydia Velázquez and Alma Adams, the bill would let districts apply for funding to create culturally appropriate vegan entrees, train cafeteria staff, and provide nutrition education.
Importantly, the program is voluntary and doesn't remove animal proteins — it expands choice and helps schools that want to serve more plant-based meals but lack the funding or training to do so. It would also make it easier for parents to request non-dairy milk without a doctor's note, removing a real barrier for dairy-free families.
This bill builds on prior efforts including the Healthy Future Students and Earth Pilot Program Act of 2023 (also from Rep. Velázquez), the Freedom in School Cafeterias and Lunches Act, and going back further, the Healthy, Hunger-Free Kids Act of 2010.

If this bill passes, Vegans Explore plans to form a dedicated community to help school districts navigate the pilot and put these grants to use — because meaningful change often starts in the cafeteria.
